About Measures DD and LL

Every ten years, federal law requires the boundaries of council districts and school board districts to be redrawn because of population changes. This redistricting process determines where boundaries are set, whether communities have fair representation on the City Council and LAUSD Board, and if some communities are silenced or taken into account.  

Currently, incumbent politicians determine the boundaries of city council and board districts. Too often, they’ve used that power to draw districts that bolster their chances of re-election, regardless of the impacts on our neighborhoods and communities. 

Charter Amendments DD and LL will give important decision-making power to community members across Los Angeles and take that power out of the hands of politicians. An independent redistricting commission is a proven, trusted, nonpartisan reform that has worked well in countless other California jurisdictions. It allows unbiased and impartial residents within the city and LAUSD to draw boundaries based on input from the public.  
The independent redistricting commissions (IRCs) will be composed of residents, not politicians, and have independent authority to conduct community-centered redistricting processes and adopt final district maps.

  • Political insiders, elected officials, candidates, lobbyists, donors, and their close relatives will be barred from serving on the commission. 

  • The charter amendments will mandate public hearings and prohibit private communications about redistricting with commissioners and staff.

  • Strict rules for drawing districts will focus on keeping neighborhoods together and ban the drawing of districts to benefit any incumbent or political party.

  • To ensure full transparency and accountability, the commissions will be required to issue reports after adopting final maps that explain the basis on which they made decisions. 

  • The IRCs will be centered on including all Angelenos and LAUSD community members throughout the redistricting process, including low-income families and multilingual residents.'
